An Active Manager operation failed. Error: An error occurred while trying to validate the specified database copy for possible activation. Error: Database copy 'DB01' on server ‘MBX01.Test.com’ has content index catalog files in the following state: 'Failed'.."
The output of the command "Get-MailboxDatabasecopystatus -Server MBX01 |fl name,"index"" shows:
Name                     : DB01\MBX01
ContentIndexState        : Failed
ContentIndexErrorMessage : Catalog is a brand new for database {5e54fb74-3398-4e0c-8aa6-c68fbdc5ad9a}.

Solution:

You will not be able to use the GUI (EMC) to activate a DB copy when the CI is failed - you can use EMS to do that with the skipclientexperience switch.
So you need to fix the catalog to allow this to failover, and function correctly.
Disable the CI for the database.

Set-MailboxDatabase -IndexEnabled $False

Stop search on passive copy
Rename the catalog folder on all copies
Re-enable CI for database

Set-MailboxDatabase -IndexEnabled $True

Wait, or restart the Search services to rebuild the CI on the active copy.  Look for the message in the app log to confirm this.
Then start search service on passive.
Then update the catalog on passive

Update-mailboxdatabasecopy -CatalogOnly
